- Fix HEAD~1...HEAD error for shallow clones by using github.event.before/after

   control, and review. This provides flexibility before committing to formal
   issue tracking.

### Later Compilation
   Issues can be batch-processed into Gitea issues when ready, allowing for
   review, prioritization, and grouping before creating formal issues.

### Documentation in KB
   The issues capture system is documented in the KB system, making it
   discoverable and providing reference material for the workflow.

### KB Lint Workflow

**Purpose**: Validates KB file naming, frontmatter, and structure on push and pull requests
**When to modify**:
- KB validation rules change
- KB file naming pattern changes
- Frontmatter requirements change
- New validation rules needed
**Validation Rules**:
- Filename pattern: `YYYY-MM-DD--slug--type.md`
- Frontmatter must exist and be valid YAML
- All 18 required fields must be present
- Date in frontmatter must match filename date
- Type in frontmatter must match filename type
- `routing_confidence` must be numeric 0.00-1.00

**Exclusions**:

**Validation**:

### KB Index Update Workflow
**File**: `.github/workflows/kb-index-update.yml`
**Purpose**: Automatically regenerates `kb/_index.md` when KB files change on main branch
**When to modify**:
- Index generation script changes
- Index update logic needs modification
- Commit message format needs change
- Branch name changes (if not using `main`)
**Workflow Steps**:
1. Checkout repository
2. Run `kb/scripts/generate-index.sh`
3. Check if `kb/_index.md` changed
4. If changed, commit and push update
5. Use git user: "Gitea Actions" <actions@gitea.io>
**Validation**:
- Workflow runs on push to `main` branch when `kb/**/*.md` files change

## Current Status
The workflows are properly configured and trigger correctly when KB files change. However, workflows are stuck in "Waiting" status because **no Gitea Actions runners are available** to execute them.
**Example**: We created a test KB file (`kb/01_projects/tendril/2025-11-11--test-kb-workflow--note.md`) to test the KB lint workflow. The workflow triggered correctly but has been waiting for over 3 minutes for a runner to become available.
## What We're Trying to Do
1. **Test KB Lint Workflow**: Validate that KB files follow naming conventions and frontmatter requirements
2. **Test KB Index Update Workflow**: Verify automatic index regeneration when KB files are added/modified
3. **Validate Phase 3 Implementation**: Confirm that Gitea Actions workflows are working correctly
